Op dinsdagochtend 7 mei 2013 wordt in het recreatiegebied het Doornse Gat het lichaam van een 38-jarige man uit Vleuten aangetroffen. Het blijkt de vader te zijn van de 9-jarige Ruben en de 7-jarige Julian uit Zeist. De jongens zijn een dag eerder voor het laatst gezien in gezelschap van hun vader. Hun ouders zijn gescheiden. Omdat elk spoor van de kinderen ontbreekt, roept de moeder via haar Facebookpagina de hulp in van het publiek. Wat volgt is een zoektocht van bijna twee weken die de gemoederen landelijk, en zelfs in het buitenland, flink bezighoudt.

Disasters are associated with a substantial psychosocial burden for affected individuals (including first responders) and communities. Knowledge about how to address these risks and problems is valuable for societies worldwide. Decades of research into post-disaster psychosocial care has resulted in various recommendations and general guidelines. However, as CBRN (chemical, biological, radiological, nuclear) events form a distinctive theme in emergency planning and disaster preparedness, it is important to systematically explore their implications for psychosocial care.

It is sometimes said that ‘water comes in three kinds: too little (drought), too much (floods) or too dirty (polluted)’. Floods are the most widespread disaster on land and can be generated by excessive precipitation coupled with saturation of the ground, very rapid rainfall which generates flash floods, rapid snowmelt, storm surges, tsunamis, the breaching of volcanic crater lakes or anthropogenic causes such as dam bursts. The devastating power of water necessitates precautionary and protective measures.

Abstract

In 2007, a leading article was published by Stevan Hobfoll and a team of international experts. The authors synthesized available scientific evidence and distinguished five essential principles of psychosocial care to people confronted with disaster, tragedy, and loss. Care givers should promote: (1) a sense of safety, (2) calming, (3) self- and community efficacy, (4) social connectedness, and (5) hope. After their publication, the ‘‘essential principles’’ influenced the thoughts of policy makers, care providers, and scholars from all over the world.

This article is original in that it addresses post-disaster psychosocial support programs from a qualityimprovement perspective, not from the traditional viewpoint of mental health services. Based on a combination of renowned quality models, a framework is sketched that offers chances to better understand and optimize the quality of post-disaster psychosocial service delivery. 'John' (zijn geuzennaam als verzetsstrijder tijdens de Tweede Wereldoorlog) vierde onlangs in het veteranenontmoetingscentrum van MDKL in het Limburgse Nuth zijn 89e verjaardag. Tot voor enkele maanden geleden was John hard op weg naar totale vereenzaming en verpaupering. Dankzij 'de kracht van de nuldelijn' is het zover niet gekomen.
