Het jeugdhulpstelsel kampt al jaren met wachtlijsten, te lage tarieven, bureaucratie en ontevreden personeel. Juist investeren in preventie zou de jeugdzorg kunnen verbeteren, maar daarin dreigt nu vertraging op te treden.
